Can a child 12 years of age fly on an airplane alone?

Trying to fly my little brother from califonia to texas, and I have looked up many ailines, but can't seem to get a answer. He will be flying alone and I seen some policy that children from 15 years and younger can not fly alone without a adult or senior present. Can someone help me? Also does anyone know what airline would be the best and cheapest for me?

How long does it take at post office to get a passport? Even if it says no appt necessary, should I make one?

This site tells you where you can go, what hours, and if appt is necessary, but I am wondering how long it will take if I just walk in? I plan to go to one that does the photo too...

Why don't airlines have fixed ticket prices?

Buying an air ticket is so frustrating sometimes because just when you thought you've got the cheapest one, tomorrow the prices will suddenly drop. And when you're broke, the prices just keep hiking and hiking like there's no tomorrow. Why is it like that? Why can't it be fixed like bus fares, or any other stuff?
