Why do ads for beachfront properties (hotels, condos, etc) discuss how many feet of beach front their property

for example, in Panama City Beach, Florida; as if that section of beach were owned by them, which it is not, since the beach is public.

Justice of the peace in Catskills NY?

So i am getting married next weekend at a beautiful lake and deck ... its going to be a casual wedding with close family and friends but we still need a justice of the peace. Does any one know how to go about finding one?
