I see some of the initial answers state that sometimes beach isn't public, which is certainly true in some cases, particularly in more isolated, non-tourist locations. However, Panama City Beach, Florida, is public and anyone can walk along long stretches of beach, regardless of what hotel or condo development fronts it. The condo developments I'm talking about are large, 100-400 unit developments, not one-off isolated, stand-alone units.
