Second derivative gives a point of inflexion at (3,6). dy/dx is positive after 0. Without a change in concavity how can there exist a point of inflexion?

I have to solve this by graphing:
3x-2y=6, and
y=3
I know what to do for the first part, but I'm not sure how to graph y=3. I am using the set up where it looks similar to this:
