Internet - December 2006

I won an Ebay item and immediately paid from my checking account through Paypal. The seller refunded my payment with a comment that read,
"my account has been placed on limited and paypal wants me to
provide shipping info before i can access money. in order to stop
confusion i have refunded all money. in hopes to clearup limited
status on account." I'm not sure what this means. Do I still get the item? Ebay shows this item as an item that is "Waiting for Payment", but I'm reluctant to resubmit another payment. The original payment is still available on Paypal. Neither the seller, nor eBay has responded to any of my inquiries. I want this item, what can I do? Please advise.

there's a site called dropshots, but it allows only 500 photos. it also allows people to comment you w/o having to sign in. i was wondering if there were any other sites similar to this one. i like the idea of having people post comments w.o signing in, but the 500 photos is just too constricting. thanks in advance!

I got a really weird e-mail. here's the e-mail:
My name is Mr. Willson Banny, a Banker with one of the leading banks here in Abidjan Cote d'Ivoire West Africa; I am the personal accounts manager to Mr. William Wu, who used to be a contractor with an oil servicing company based here in Cote Ivoire. My client, his wife, and their three children were involved in the ill fated Kenya Airways crash in the coasts of Abidjan in January 2000 in which all passengers on board died. Since then I have made several inquiries to locate any of my clients extended relatives but has been unsuccessful. I decided to trace his last name over the internet, to see if I could locate any member of his family hence I contacted you.
Of particular interest is this large deposit with our bank here, where the deceased has an account valued at about ($15 million US dollars) They have issued me a notice to provide the next of kin or the bank will declare the account unserviceable

Was down Oxford Street, London yesturday-i took some photo's of the lights down there but they didnt come out too well. I've looked on {google}, they do have some but from previous years the same as some other sites.

I'm using Internet facility provided by the server. The IP of everyone is the same as shown by www.myipaddress.com. This troubles me when i'm into downloading anything.

Is there any way out so that i can change my IP ??

I tried Hide IP platinum. It says that it is using Proxy. But wen the IP is checked it comes out to b the same.

I even tried some addons of Firefox.

But nothing has worked successfully to change IP so far.

Is there any way that enables me to change my IP.
Cuz' finally what we see is the static IP of the server..

ive been scammed on ebay for £140. i payed through paypal. the guy had no buyer protection i think and now he isnt registered to ebay . he as also scammed many others. i have made a claim to paypal and am wating for their reply. i want to know will i get my moneyback?
and i think he has taken all the money out of his paypal account because he has brought numerous things off ebay. will i still get my money back if he hasnt got anything in his paypal account

i should get moneyback because paypal is meant to be our insurance. what can i do if i dont get my money back.
