I won an Ebay item and immediately paid from my checking account through Paypal. The seller refunded my payment with a comment that read,
"my account has been placed on limited and paypal wants me to
provide shipping info before i can access money. in order to stop
confusion i have refunded all money. in hopes to clearup limited
status on account." I'm not sure what this means. Do I still get the item? Ebay shows this item as an item that is "Waiting for Payment", but I'm reluctant to resubmit another payment. The original payment is still available on Paypal. Neither the seller, nor eBay has responded to any of my inquiries. I want this item, what can I do? Please advise.

I have had a few responses simialar to this, during my 5years on eBay. It usually means that the seller did not achieve the price they wanted and are just writing an excuse to not accept payment and not send the goods.

The wording will change slightly each time one of these is sent and there is not a lot that you can do except leave neutral feedback that says "Payment refused - Goods not sent - Will not deal with again".

Ebay and Paypal will not really intrevene, because you are not out-of-pocket; only unhappy.

Be very, very careful! This could be a scam to trick you into giving your private financial information.

First, in order to use Pay Pal, you first have to setup an account through the Pay Pal website. Then, you can setup your Ebay account to pay for your items by using your Pay Pal account.

If you have already done all this then I suspect it's a scam. I have never had this happen and I have used Ebay for years. I would file a complaint with Ebay to get the ball moving forward again. If it is a legitimate problem, then that's the best way to get Ebay's help. Otherwise, they will see you are being scammed and void your bid and ban the seller from using Ebay.

Sounds like there is problems with the payment - not from your end - but from the seller possibly not actually providing the item you thought you were buying. I would check on all comments on the person to see what is up.
Apparently the shipping info is not up to snuff as far as EBay is concerned but perhaps you'd better not hold your breath for the item as the money has been refunded.

It means that his account is on hold and all transaction for his account is frozen until he met all the requirements stated to him by Paypal. If you've verified that your money is returned back into you Paypal account, then the transaction is voided. And you're not responsible for payment to this item anymore. If you can find another similar item to bid on, I suggest you do so. If you really think the deal you made is excellent and do not want to let it go. You can wait for the seller to get his situation cleared. Avoid repayment until you have communication with the seller.

No, you won't get your product. I would not resubmit payment. They are probably having issues with eBay and/or Paypal or also having problems with the product itself (I just encountered a similar problem where seller refunded money because of product being lower than par.

Just buy from another eBay seller. Good luck!

seems the seller has a issue with there account.
i would resubmit the payment and leave it as that.
if ebay comes saying you havent paid or whatever show them the payment and refund emails from paypal

Don't resubmit payment. I bet you got it for a lot cheaper than he was expecting to sell it for, so he refunded your payment and came up with this lame excuse to not have to sell you the item... I've seen it before. Buy it from somewhere else, even if its a little more expensive you'll save yourself a lot of headache.

Go to the HELP area in Ebay and type out returned payment. You will get a link to 'contact us' and then tell them what happened . Cut and paste what he said exactly. Make sure you keep the original message in a folder until Ebay tells you what to do. That totally makes no sense.
