im from UNITED ARAB EMIRATES alot of the sites are blocked,,no freedom in our country,, they said all the sites pass through the proxy ,,how i break the proxy and open the blocked site?

im in the uk yeh. and my dvd player takes PAL like does the whole of uk for dvds ok and the region is 2.
im downloadin a film which is of better quality but is 4.8gbs and is NTSC which works for usa etc, is there neway of wen burning the film of changin the format to PAL from NTSC? as other wise i dont think ntsc will play on my player. phew, that was a lot of explaining!!
