you can take a 15 MB picture, and save it as .jpeg, it will come out less than a MB. JPEG is the smallest format you can save a picture too. You can resize it using different picture programs, I use MS Office Picture Manager, it let's me resize to any size I wish. Good Luck..

Open the pic in almost any image viewing software (IrfanView is a good one, free at download.com) and "save as" a .jpg file. If it is already a .jpeg you can "shrink" the pic in other ways using this software. Under the "image" menu choose re-size and you're on your way.

If your running Windows XP, you should have "Microsoft Office Picture Manager" on your system. if you right click the Picture you want to re-size and select open with "Microsoft Office Picture Manager" you will be given the option to "re-size" the pictures after you select "edit picture" from the top toolbar.

in windows there is windows picture viewer, it also lets you alter the specs of your photo
