How do I find out if a guy is a fraud? He says he is a special investigator for the State.?

He claims he is a special investigator for the State. I would hate for him to be impersonating an officer or officer of the State of Texas. He may not be, but I sure would like to find out. I personally think he is a bailiff.

Difference between "default" and "index"?

I've got a few different websites, and I've noticed that on the servers that run PHP, index.php is the front page, but in ASP it's default.asp. Is this because one is server-side and the other isn't? I'm a little rusty beyond old-school HTML. :-)
