ANY information regardless of type being brought into your system is considered a download (yes, even viewing these documents counts)

of course yes anything you that gets in your computer from the internet is treated as a dowload . Even if you open web pages the download limit is reduced.

anything you do on the internet would effectively be a download, even when you are browsing the web, the web pages are downloaded and data transfer occurs..and it all adds up.
