Say is the investment is shown at cost in the balance sheet, however the market value of investment has gone down. how does a third party know the true impact of the same on the parent company

I hold a number of shares of VOD(Vodafone). I signed on to my brokerage to find the number of shares I held declined along with it's value. During my research I found this:

The options information is not of interest to me, but the background information, found on page 2, does. I understand the part about my shares being converted to .875 new shares per share. What I don't understand is all the information that follows about "b" shares. How does this work, and what does it mean for me as an investor?

The reference rate for FRN in Australia is BBSW - calculated on monthly, quarterly, yearly basis. while the Bank Bill rate is calculated on 30 day, 90 day, 120 day or 180 day basis.

Is it that Bank bill rate is referring to NEW bills and FRN is referring to bill traded on the secondary bill market?

First, I should start by stating: am and always have been a value investor. With this principle in mind I am bullish on Microsoft and big pharma. However I am starting to question the theroy of value teck stocks because of a few violators. i.e. Yahoo, eBay, Dell et cetera. These among others were supposedly good values for some time now, only to drop much more. Is this simply a case of poorly managed companies in slowing industries withco increasing competition? Are they just a small exception, or do they just need to mature? What do you think?

I posted a project needing funds for the purpose of multiple business acquisitions about a month ago on a posting board in an investors' website and a private investor wrote me asking for more info. Well, he accepted the project and is willing to back it 100%, but his funds are tied up with a Venture Capital group. So now they want their terms and "cut" for the deal and gave me basic guidelines thus far, although negotiable, and they need my Letter of Acceptance at this point. So, should I send the letter with contingencies within it I am concerned with that hasn't been addressed as of yet, or should I have them address those items of concern first before the letter is sent? Is this letter they asked for just a formality to begin the process of negotiation for an agreeable contract?
Since this area is foreign territory for me and way outside of my realm of expertise, I need some insight on where I stand at this point and how to proceed without possibly offending or looking naive.
