why when i paint my fingernails, do i get bubbles in the polish? they always look so crummy after they dry!

ok, im 15 and i need to know if there is any way or thing i can do to help convincing my dad to letting me grow my hair out. He had his hair to his sholders in the 80s and i said you did it so why cant i? but he says he was 19 so i dont know what else to do ...he says that he wants me to look presentable, but i do i have a job with a very strict dress code so if they think it looks ok why doesnt he? so please help!!!???

my bro's birthday is in about a month and i want to get him sexy lingerie as a gag gift ~ because he goes on and on me about leaving my lingerie all over his room...
