They sell corsets at http://www.hottopic.com and t-shirts like that at http://www.delias.com - the rest of it looks like Christian Lacroix or tattered Chanel.

try your local fabric store or walmart, look in the simplicity or mcalls pattern books, find what you want or something close to it and sew it! if you make your own you can adapt the pattern to be exactly what you want
