what are the ribbons sewn inside the shoulders of some shirts and dresses?

Does anyone know how I can get a tan?

i am VERY fair skin and I burn when I get in the sun instead of tanning. If I go to a tanning bed all I do is burn, peel, and turn from red back to very pale white. I'm getting married soon and I dont want to match my wedding dress! Any ideas??? Please!
