while shopping online recently, I have read in some clothing descriptions that say the shirt has "lingerie straps to secure bra" and I'm hoping those are it.... if I knew how to use them ;-)

Lingerie straps usually have little snaps so you can snap your bra-strap into a top and it will not slip over to where it is visible. I think that the ribbons you are talking about are the kind that look like loops. Those ribbons are to help you hang your clothes up. If they are very long, they go over the neck of the hanger while the shoulders of the item are on the edges. For strapless dresses and shirts, the loops go into the notches on a hanger. If they bother you or slip out when you are wearing the item, you can cut them off.

Those are not "lingerie straps". What they are is they are used to hang the garment on a hanger because it would be difficult for it to stay on otherwise.

The ribbons keep your bra straps in place so your bra straps don't show. They usually snap. When you see it, you'll get it.

unless the garmet specifically says that, all they are are straps to secure the garmet when you are hanging it up, so they dont keep falling off the hanger.........
