if a player takes a shot and the white jumps up and remains on top of the cushion,does his opponent play his shot from there?

i'm learning how to play eight-ball pool and something i can't understand is how to apply strength when playing the ball. all the white ball ever does is to roll a tiny bit very slowly. any tips? is ther a specific way to push the white ball so as to make it roll in a certain way?

I came upon this website selling pool sticks for very low prices and these are top name brands. For a stick that would generally cost anywhere between 150 to about 2,000 this website is selling them for 10-20. That seems kinda odd to me. So what can be the outcome of that.

I've been playing pool for maybe 5 years now. I've never had my own cue, and it gets tiresome having to find a public cue that works well at the local pool halls. I've been checking out some cues and the option of how many ounces id like mine to have got me stuck. I guess its probably up to my personal preference, but i cant really tell the difference of a few ounces, nor have i really been paying attention to the feel of the different weighted cues ive used. What would you suggest? I'm no expert, i can say im beyond a beginner, so maybe something that would suit an "intermediate" player?

What I mean is if a red ball leaves the table lands on top of the cushion, where the cushion joins the wood, rolls along and falls into a pocket does it count as a point to the striker or as a foul to the opponent? I know the cue ball counts as a foul if you play a jump shot in any way I was just wandering about the other balls.
