Why do pool tables have multiple coin slots when they only accept 50 pence pieces, or £1 pound coins?

They have slots for 10's and 20's but I've never seen one that takes them as they are blocked!!!!

When a player has ball in hand, does it mean he can put the ball wherever he would like on the table or does it mean that the player has to put the ball behind the 2nd diamond where the player broke the balls at the beginning of the game (the same area where you have to break)?

I might being playing another player and have a rating of 1267 and then when that player leaves and a new player starts to play for some reason it will say my old rating was 1227 even though before it was 1267 even if I win the game with the new player. Its like between games it looses my rating

Could you please site the exact rule if it can be found online. I notice when watching it on tv as soon as the 9 ball goes it they will just grab the cue ball telling me that it makes no difference whether the cue ball goes in a pocket or not.
