In the film, 'Little Man Tate', he (Tate, The Little Man) says that some 'states' aren't actually states. Can't recall his exact explanation. He's pretty smart for a fictional character, is he correct?

My son wants to do his science fair project on different municipalities and their quality of water. We are trying to get information about the water supply and distribution system for northeast Illinois. I've read that over 100 suburbs get their water from the Chicago system, but I can't find a list or a map (there may be homeland security concerns with posting this information on-line). Do you know where this information is on-line (we are interested in and working on off-line sources as well)?
