I measured a few myself and it does not seem to be to the border. It's of by 10 or more miles in some cases.

In the United States, it's measured to the geographical center or the downtown area, depending on the city involved.

I don´t know the reality in your country, but, here, in Brazil there are the two kinds of measurements. Sometimes they show the measurement to the center of the city and other times to the border.

When the mileage to London (England) is given it is to Charing Cross, which is not on the border!!!!
