In the film, 'Little Man Tate', he (Tate, The Little Man) says that some 'states' aren't actually states. Can't recall his exact explanation. He's pretty smart for a fictional character, is he correct?

Some "states" are commonwealths -- like Massachusetts. So the answer is "no."

Four of the constituent states of the United States officially designate themselves Commonwealths: Kentucky, Massachusetts, Pennsylvania, and Virginia.

However, there is no constitutional distinction in how they are treated. So for practical purposes, all 50 "states" are states.
