There are quite a few states that are split across time zones. If you check the attached map you'll see:
Alaska (Hawaii-Aleutian & Alaska)
Oregon (Pacific & Mountain)
Idaho (Pacific & Mountain)
Texas (Mountain & Central)
North Dakota (Mountain & Central)
South Dakota (Mountain & Central)
Nebraska (Mountain & Central)
Kansas (Mountain & Central)
Michigan (Central & Eastern)
Indiana (Central & Eastern)
Kentucky (Central & Eastern)
Tennesse (Central & Eastern)
Florida (Central & Eastern)
Anyway, to answer your other question. The majority of Alaska is 3 hours earlier than Arkansas. So if it is 10:30 in Arkansas, is it 7:30 in Alaska.

Alot of states are split for example. Texas is, El Paso (far west) is on mountain and the rest is on central.
Arkansas is Central Time, Alaska uses the Alaska Time Zone and is 4 hrs behind.

If it is Monday in Eastern Alaska it is Tuesday in Western Alaska, this is because the international dateline goes through the Aleution islands.

Well, Indiana is a very special case. Only state I know of that had areas on Eastern standard, areas on Eastern daylight, Central standard, and Central daylight. I'm glad they decided to move from four down to one.
