Definitely the West. There are 10 states who's AVERAGE elevation is over 3000 ft and they are ALL in the Mountain or Pacific time zones.
The 30 states who's average elevation is 1100 ft or less and the 18 states who's HIGHEST point is less than 3000 ft are all east of the Mississippi River.

The Appalachians in the east and the Rocky Mountains in the west although California's Mt. Whitney is the highest mountain in the continental United States.

In the West. Mountains in the eastern US (the Appalachians) top out at around 6200 feet. In the Rocky Mountains, from Colorado to California, many mountains are 14000+ feet high.
