True, it is a dual use system controlled by the U.S. Air Force, but the U.S. has never turned it off in any area, nor has it charged for it. So why is the EU developing Galileo (which it is considering to charge users for the signal, and perhaps legislating the EU countries use it, instead of GPS. And why is Russia developing GLONASS? Don't they trust the America's gift to the world?
