True, it is a dual use system controlled by the U.S. Air Force, but the U.S. has never turned it off in any area, nor has it charged for it. So why is the EU developing Galileo (which it is considering to charge users for the signal, and perhaps legislating the EU countries use it, instead of GPS. And why is Russia developing GLONASS? Don't they trust the America's gift to the world?

US goverment has the authority to completely turn off the system or make it's availabilty and accuracy change based on its needs. In fact, until 10 or so years ago, civilian unit without a specialized decoding circuit were limited to 10 times worse accuracy than military units. The government still has an ability to limit this. (called selective availability)

Ronald Regan decided to make this accuracy available to civilians based on understanding that when needed, they can be taken away any time.

If Russian or any other government wants this kind of system, they sure aren't going to rely on US government to provide it to them. Likely, the time they need it the most, is when they go to offensive and possibly against US or US allies.

You do pay to use GPS. The fee in included into the GPS unit price. Thats why the unit cost so much. If other contries want to produce there own system and charge for a licence then there units should be a lot cheeper. Nobody does somthing for nothing.
