I'm a Japanese who is nonplused by above question and understood by half that according to the sentence formed from S(Subject)+Vt(Verb transitive)+O(Object)+C(objective complement), it needs (O=C). Furthermore, a book of reference says that it is allowed to use only the verb that means positive action to person in English grammar. Therefore, (1…advises) is led as the correct one.
But some dictionaries says that Both (2…considers) and (4…thinks) are allowed to use the form of (SVO + to +Verb). For example,

【consider】
・ We consider him (to be) a hero.
・ I consider him to have behaved badly.

【think】
・ I thought him (to be) unkind.

Could you please explain them ?
