A brutish person,a bumpkin or one with limited intelligence.
The meaning of this word, according to Chambers Twentieth Century Dictionary, is:
'a name given by Swift (Jonathan Swift) in 'Gulliver's Travels' to a class of animals with the forms of men but the understanding and passions of brutes; a brutal or boorish lout'.
It appears that this word was sometimes used by some people when they got some unexpected exciting news, expressing their emotions!
