in the xy-coordinate plane, line L is perpendicular to the y-axis and passes through the points (5,-3) which of the following is an equation of line L?

the answer is y = -3 but I don't know how to solve it, could you please explain to me how you solve it step by step.

These are the basic guidelines which my introduction has to be upon. Please help me write it:
A catchy quote on "corruption", continued by a welcome message like "good morning we are here to present a play on how corruption has taken over our lives" or something like that. And then something about two friends called Jason and Joseph who meet in a cafe. The Jason & Joseph tell each other a small story on how they experienced corruption in their lives. And then a small conclusion on how to change, and not cheat others. And a small message to the viewers.
