It was my understanding that public colleges and universities in California were required to grant outside, public access to the use of the library collection, with certain restrictions, including priority use given to staff and students.

Some colleges in this state have been restricting access lately, to an extent unheard of ten or twenty years ago, including banning "visitors" from stack areas and access to books. What specific laws or California Regulations are in place that require campuses to grant access to the public?

My step-daughter is in second grade and goes to a public school and they are proud of the "No child left behind" act and very rarely try to teach kids how to honestly work out math problems. My step-daughter has homework 3 times a week and it takes hours to get her to actually do her work herself b/c she complains that she doesn't know how to do math without the number blocks they have in school.

Last year she was bringing home notes saying she's above average in math and was able to add and subtract very well. Now, she can't even do 12+20. Both me and her father have talked to the school principle and her teacher. They keep telling us we need to help her more at home.

I have to end up spending every hour she's home after school before I go to work helping her and her father spends all his free time too. And not to mention how it's effecting our 3 yr old son. It just seems it'd be easier to have her homeschooled than re-teaching her every year. What does it take?

Im very interested in obtaining two masters degrees, one in International Affairs and another in Urban Planning. The 1 school that has a joint degree for these is Columbia in NYC. It might be a little more $$$ than I can afford. There are 5 other schools that are highly regarded in both; Tufts, Harvard, Rutgers, Oregon, and Washington. None of those I would consider "comfort" choices, such as being close to home (Cal Poly SLO) or a city I would love to live in (Texas-Austin). So Im having trouble deciding on where all to apply. Any advice?
