Unless I've been fooled, oil companies own all(most) of the patients to entirely electric run cars. Why aren't governments forcing their release into the consumer market?

I'am getting a item i purchased off ebay sent to me From Rochester NY to my Po Box in Niagara Falls NY what would be the aprox time my parcel would be there He is Shipping it VIA USPS Parcel Post and he shipped it today at lunch? When can i expect it to be in? The Reason im Asking is because Rochester and Niagara Falls are so close!
