How can I remove a substance that appears to be stuck on the outside of my vehicle?

Bug and tar remover. Get it at any auto parts shop, or the automotive department at most mass merchandisers such as Wal-Mart. Once you get the gunk off, give it a wax job.

Depends what it is,
wax will not harm the paint try that
