Is it legal to use the old fashioned hand signals for turning and such?
If so, why do they give tickets for not having turn signals?
If not, why can't they be used ?

In most states, you're required to know hand signals to pass the practical portion of your driver's test. The idea behind this is that if your turn options fail, you can still signal other driver's of your intentions. Hand signals are considered legal in all states in the event of a failure of your turn options. You should not be ticketed for the use of hand signals but you can be ticketed if you use improper signals or if your turn options are in working condition.

To pass state inspection, any light on your car has to be functioning. If a cop catches you with a light out, you'll get a ticket (which goes away when you can prove you've fixed the light). It doesn't matter if it's a headlight, brakelight, turn signal, or anything else.

Hand signals are legal to use - as long as all the lights on your car work, you can choose not to use them and signal out the window. (More practically, a motorcycle rider might choose to use them instead of the lights on the bike because they're more visible to other drivers.)

I think you can use them. You don't get tickets for no turn signal, just not using a turn signal. That's a good question

To adequately answer your question, you need to know the law of your state. In some states, it may be entirely legal to use hand signals. In others, however, statute may require any vehicle to have turn signals. Depends on where you live.

To answer Mr ME, a right turn is a arm extended but bent upward, like an L

Hand signals are used for situations that are out of the ordinary, and are required if you have disabled lights, but doesn't mean that it exempts you from being ticketed for non-fuctioning lights.

vehicles must be equipped with working turn signals, otherwise it is a fix it ticket.

Failing to signal (with your arm) will amount to two tickets, one for not signalling and one to fix the signals.

if you are turning left, fine, the window will be on your side.

if you are planing to turn right, unless you have a realllllyy loooooong arm (in which case consider surgery), I don't see how you could point out your hand from the window on the right of your car, if you are sitting on the left side and driving?

Unless you hire a passenger just for those right hand signals?
