Depends what country you are in. 0.8 milligrammes per litre in England, 0.5 in France, probably zero tolerance in Middle Eastern countries where alcohol is banned anyway. No doubt the USA will have different levels for different states.

It would be interesting to know if there is a country where you can legally drive when drunk !!

"The legal limit for driving in the United States is 0.08 grams per 210 litres of breath or 0.08 g/100 mL or 0.08%. Drivers under 21 (the American drinking age), however, are held to stricter standards under zero tolerance laws. Adopted in varying forms in all states, these laws hold the driver to much lower BAC levels for criminal and/or license suspension purposes, commonly 0.01% to 0.05%."

it is the same level at whatever your state proscribes for cars

the statutes normally say "operation of a motor vehicle while under the influence of alcohol" a boat is a motor vehicle unless you are paddling it, or it is otherwise operated without a motor
