Looking to purchase a bait and tackle shop that has been in business for 25+ years and expand its marketing, operations, and its appeal to tourism. It also has a 1500 sq/ft living area which I could use as a home. I am trying to retire to this lifestyle in an area that has terrific potential.

I bought a glass 5 weeks ago, but have not received
it yet. It was paid for immediately with PayPay.
3 weeks after I won it, I emailed the seller asking
him where it was. He wrote back "You didn't get it yet?
I'll send another one." That was now two weeks ago.
Nothing. The total for the item itself and shipping was
less than $10, no big deal, but my concern is that it's
BECAUSE its a small amount that this seller thinks that
nothing is going to happen; that it's not worth the trouble
for me to pursue this. I'm within 100 miles of him, and at
this point, if I can get his name and address, I'll spend the
$30 in gas and the day it'll take to track him down and go
get it personally!
I'm open to any and all suggestions.

Im 18 and have be doing digital art and programming for around 6 years now. I am looking into starting a game company but I made a list of all the money that would be needed for success and came to the conclusion that i need somewhere around 45k. What permits/licenses are required, from whom, and how long does it typically take to acquire them (and for how much)? How much does will it cost to acquire inventory? Any other key hurdles/requirements to get up and running?

I have an awesome restaurant idea. I have a huge potential customer base for this idea, which is between 20-60 million Americans who have specific dietary needs that are not addressed on any menu that I have seen. Basically, I have the concepts for the menu items, which I think will really help out this group of people. I don't really want to run the restaurant myself, mainly because I have never worked in one and don't want to quit my day job. There are so many millions of people that could be helped by the ideas I have, but it is difficult to know where to begin. Basically, I want to get paid for my intellectual property, so I was looking at the idea of selling franchises. I just don't know where to begin. Can I sell a menu, or do I need a business plan? How do I pitch my ideas without having them stolen? Do I look for an investment angel, or do I take out a small business loan?

What is the best approach for someone who doesn't actually want to run the restaurant?
