i have green eyes and i hate wearing eye line so is there any way to make my eyes "pop" and make a statement?

i am a red head and i really like old hollywood! i would love to be able to wear red lipstick without looking like a dork, any shade will do i just really want to be able to wear this color. if i cant wear red give me some other options please.

i have tanish skin and greenish and a bit blue eyes. there so small i need to brighten them up a little bit can anyone give me some tips on how to. i wear black eyeliner and mascara but i just dont know what brand of eyeshadow/color i should wear on my eyes without overdoing it and making me look trashy
