Here in Australia it has worked and worked well, with one exception - that is the Muslim community.
They put their religion before the law of the land and I find this unacceptable.
If I was to live in another country, no matter what religion I was, the law of the land is for the benefit of the country and I would abide by that.
Also, if I was to visit an Islamic country, I would cover my head, not wear revealing clothes and abide by their laws.
Why cant they abide by our laws, our culture, etc., and if they choose not to - send them home to their own country, no matter what their circumstances are back home, just give them the choice, then its up to them.
