From a Scottish viewpoint (mine at least) this is all about perpetuating the old Heather, Tartan, Bagpipes, Shortbread etc stereotypes of Scotland. I think people might be misguided enough to think that Scotland is still a quaint wee country stuck in the Victorian Ages. How much do the Americans in New York, or elsewhere actually know about Scotland, is there anyone who is willing to answer that question? Just curious why so many Yanks celebrate this. You are American & not Scottish, same with St Paddy's Day, you are American & not Irish.
