It is known that a full moon event is noted to be associated with excited behavior in some people. If humans learn to travel through time in a thousand years, perhaps their first experiments doing so were not cloaked in any way and those are the UFOs some people see now.

That would explain why UFO sightings are rare, yet those who have been in one swear it is real (and this including some scientists and pilots, who are witnesses beyond reproach).
