What is this song called?!?

I'm a music freak. I listen to all sorts of music. I'm presently working away in my office when an old song popped back into my head. It was a song from the late '90s it's a female singing it, a very calm song, but her voice is very powerful. Here's some lyrics from what I remember...

What was this scary film?

When I was younger I remember watching a rather scary film, well it was to then when I was approx. 8 years old!
All I can remember is having nightmares about it, so I can still recal things now, but I want to know the film or programme.
The image I have is of a man sitting in a rocking chair at the foot of the stairs covered in something like seaweed! I recall it being in some kind of lighthouse???
