Why is my 6630 saying offline and only allowing me to make emergency calls?

I want a cheap camera but of good quality if it costs less then 60 then is ok. I had a bad experience with a Kodak EasyShare that stop working for no reason and it cost me over 100 dollars and I don't want to spend a lot of money on a camera again.

I have seen some cheap ones but I don't know which one is the best.

If it has zoom, video and webcam that would be great too.

Oh and tell me where I can afford it (Kmart, Walmart, Walgreens, Office Max etc)
