If a number is raised to a negative power, is the answer always negative? For example, if I have 2 raised to the negative 2 power is the answer -4 or 4? Or if I have 2 raised to the -3 power, is the result 8 or -8? I'm a little rusty on my Algebra/Calcus. Please help...

my problem is the radius is 10inches, and the height is 4 feet, so why does the height (4 feet) have to convert to 48 inches inorder to finish the problem correctley... I have all ready got the problem right just don't quiet understand it?
