a) y = 5
or
0x + 1y = 5

"Parallel to the x-axis" is "y = "

b) x = 5
or
1x + 0y = 5

"Parallel to the y-axis" (or "perpendicular to the x-axis" which is the same) is "x = "

Normally, Take the equation to be of the form y = mx +c, where
m = slope
c = y-intercept
The following two problems are exceptions to this rule:

a) passing through (-7,5) and parallel to the x-axis
slope , m = 0
so y = 5 is the equation

b) passing through (5,-8) and perpendicular to the x-axis
slope, m = infinity
so x = 5 is the equation
