Studying Abroad

Would like something here in Miami or anywhere in Spain or UK... But open to other suggestions as long as it is good....

I'm originally from Baton Rouge/New Orleans LA with two undergraduate degrees: Int'l Relations with a concentration in Latin America, and Spanish Literature from Louisiana State University/University of Essex, UK. 3.5 GPA, money not a a factor.

Is this a legit university? Is this an accredited university? is a diploma here accepted or recognized? what are the basic requirements to be an international student? Can you start college here, like freshman year, right out of Highschool? Do you need to be very fluent in german? I am 25 and just went back to school finish my bachelor's degree. I am planning on finishing my last semester at my university, abroad in Florence, Italy. The problem is, I need to come up with $600 for a deposit in the next 2 months or less, and more money after that towards my trip. I am a political science major and I feel that it will be very beneficial to attend international politics classes, in another country.
I just need some ideas.... thanks :)

I am from India and I'm targeting 2 universities to go and study one is from Helsinki and another from Kemi-Tornia, when I go to the embassy of Finland here in India, which one would be more certain for me to get the visa....i mean if I show the embassy that i'm going to Helsinki for my studies would be of more chances or showing that going to Kemi-Tornia would be of more chance to get the visa? I ask this question because long before I heared that it is easier to get scandinavian visa than other western european visa because of their low population. I know in southern area of Finland like Helsinki are more populated than in the northern area such as Kemi and Tornio. Does choosing a city make a differece? Also please tell me what would be the questions they woud ask during my interview in the Finnish embassy? Thanx
