For a picture of you and a picture of me, the correct English would be to way "A picture of you and a picture of me", (two singular pictures) or "Pictures of you and me" (pictures is plural here)

A single picture with both of us in it would be correct to say a picture of you and me. (picture is singular, meaning one)

When in doubt whether to use me or I... ask yourself..

is this a picture of 'you'?
is this a picture of 'me'?

is this a picture of "I"?
