it could either mean "to decide on Thursday to go there"
or
"to decide to go there on Thursday"
it all depends on the rest of the words that come either after or before these words. It also depends on where you put your commas (,)

For example:
"On Thursday, I decided, I would go there."
this would mean that you decided to go there on Thursday.

"On Thursday I decided, I would go there."
this would mean that you decided to go there on Thursday.
