I dont understand why you want to live in london, especially with the idea of studying abroad. They speak english!!
What you could do is study a foreign language, and take classes in London if possible.
But to me, it sounds as if you just want to go and visit another country. WHich is good.
I studued abroad in Costa Rica last summer, and it was amazing. The people, the culture, the food, the geography....I so wanna go back.
While I was there, I met alot of people that didn't speak english, I met Germans, Turkish, and alot more,
So study a foreign language..

London is very expensive, especially if you have to pay foreign student rates (although if you are in the EC I think you can get away with paying local rates). Also accommodation is expensive so be prepared to work part-time in McDonald's or Starbucks.
Why not try Australia or New Zealand?

If you can afford it, do so by all means!
Living and studying abroad will open your horizons and enrich your life.
