question about ebay and paypal methods of paying?

i am sellin my psp on ebay. the person is payin g with paypal. i got an email saying send an email to customer service with shipping reference/tracking number. what exactly do i put in that email. someone please dont give and answer telling me to call any support lines or to go to a web site.

Man Adding Spam Links?

There is someone that uses the name "man" as their display name and he is adding a lot of spam links. We need to stop spammers. If you are upset with this kind of behavior then you need to click on the little box to report that person. (The box is underneath his answers)

Paypal and other sites, not ebay?

If you purchase from a website (not ebay) using paypal and the whole thing goes wrong ie you dont receive the goods, will they help you out? (like they do with ebay)

online business question?

My family runs a business, which is very profitable and I'm planning to bring it online to expand it. I'm a professional I.T. guy, but the only problem is I have no knowledge of web technology. I need help with a couple of things:

1) Any good books about doing e-business?
2) Anywhere I can learn the do's and don't do's in e-business? Any real life successful stories that I can read?
3) Am I better off using an ISP to host my webpage and use their bandwidth instead of getting a business line at home and build a web system in my basement?
4) I pretty much need to hire a guy to design/write the page. However, I feel a bit insecured because I'm relying on him. What if he jacks up the price all the time for maintenance and update? I'm not afraid that he steals my idea because I'm basically doing tradings online, he won't know where I get the stuff.
