If you purchase from a website (not ebay) using paypal and the whole thing goes wrong ie you dont receive the goods, will they help you out? (like they do with ebay)

Depends on what the problem is with the transaction. If there is a problem with the payment though, as in transferring the money from a Pay Pal account to another one they should help but if it has to do with goods that were shipped not being delivered or being lost or stolen they probably won't help unless the buyer is using the Pay Pal Buyer Protection.

With paypal there is a fantastic service that you can go to a resolution claim.

this can be done by clicking on the resolution centre on www.paypal.com.

they are very good if you have a claim and will usually sort it and get you a refund within 30 days!

yes paypal is a reliable site.. i thinke dere is insurance claim .. check it out and ask any of the helpdesk
