since 28 julai 2006 my yahoo interface is same till today, and all other site also. it's saw like not up to date, why this happened? and how to solve it?

I keep getting a bunch of popup ads. In the top bar, it says all of them are from NSIS Media. I ran Spybot, Norton Antivirus, and Ad-Aware, and none of these detected it on my computer, and the popups keep showing up. Does anyone know how to get rid of them? They show up really frequently, and it's starting to drive me crazy.

For those of you who are technology-savvy, I am sure this will seem like an dumb question. But I am wondering... who (what government agency) runs/regulates the internet?
I ask because I read a really disturbing story on Yahoo the other day about a girl who was adopted from Russia (by Americans) and used for a porn website. My question... why can't such websites just be shut down by whoever provides the means to connect to the net? I realize that some of these websites are based in other countries, but if some hacker can shut down myspace, why can't illegal sites be killed off (or somehow corrupted) with all the resources the government has? I'm not talking about legal adult-oriented websites. I'm talking about the ones with illegal content. If nothing else, it would seem like search engines could block such websites.
