Firstly, you need a web hosting account. You can either use free services like Yahoo! Geocities, or pay a small fee (normally between S$8-10) to purchase an account. The difference between a free account and paid hosting is the number of features you get. In this case, a free account would be more than sufficient if you're just starting out.
If the web hosting service you choose allows FTP (File Transfer Protocol), you'd have to download an FTP client to upload your files. Suggested clients include Ipswitch's WS FTP or CuteFTP. Do a search for "FTP clients" and you'll see which client is the best, but they all generally perform the same basic function, which is to transfer a file from your computer to the web hosting server.
If you want more control over the design and layout of your webpage, you might want to create your own website, instead of using the predefined templates. In such cases, you need to know basic HTML (HyperText Markup Language). There are WYSIWYG (What You See Is What You Get) HTML editors out there that take away the pain of writing the code by hand. Applications like Microsoft Frontpage or Macromedia Dreamweaver provides point and click functionality and generates the underlying HTML code for you.
For graphics, there are many websites that provide free (basic-looking) graphics that you can add to your webpage. You may also create your own using Adobe Photoshop or Paint Shop Pro or any other image manipulation program that you are comfortable with.
Free services like Blogger or WordPress provide you with the necessary tools to generate your own blog, and would be a good start if you're looking to create an online diary for yourself and for friends to view. Have fun!
