how much money would you need to start a small woman/ teen clothing store? counting products and rental space.

My mother took out 2 credit cards in my name when I went away to college in 2001. These two were both cancaled after my mom stopped paying them. I just found out about them this year, when I tried to buy some furniture. I need to know how I can find out who to pay for them so that I can get my credit back on track.
